Construction Management Standards

Town Council approved the first reading of an amendment to add Construction Management Standards to the Town's Municipal Code at its July 15, 2025, meeting. Under the South Carolina Pending Ordinance Doctrine, this Ordinance is effective beginning Wednesday, July 16, 2025, and will be fully ratified upon its second reading .

The amendment brings together comprehensive construction management standards for development projects. In part, this amendment consolidates references to existing regulations to a single location for clarity. It also establishes several new requirements pertaining to waste management, parking, access, and securing construction sites during certain storm events.

Below is a summary of the construction management standards.

  1. Noise and Work Hours: Construction must follow existing Town noise limits and approved operating hours of 7am to 7pm excluding Sundays, New Year's Day, Thanksgiving Day and Christmas Day.
  2. Environmental Protection: All construction sites must comply with South Carolina's stormwater discharge permits to prevent water pollution.
  3. Refuse & Site Cleanliness: The ordinance requires a plan be provided for trash and debris disposal, including:
    • A refuse disposal plan with cleanup schedules
    • Proper containment to prevent contamination of neighboring properties and waterways
    • Weekly removal of waste (or more frequently if needed)
    • Daily cleanup of mud and debris from public streets and sidewalks
    • Complete site cleanup before final project approval
    • Special securing requirements when the National Weather Service issues a Tropical Cyclone Watch or Warning
  4. Traffic and Parking: Construction projects must provide:
    • Parking plan for all workers (no parking in access easements or on pathways)
    • Traffic control plans for work affecting public roads
    • Designated routes for construction vehicles
    • Restrictions on oversized vehicles to approved streets only
  5. Site Management: Requirements include:
    • Providing portable toilets at construction sites when necessary
    • Implementing tree protection measures
    • On-site electricity as soon as practical to eliminate need for generator power
    • When necessary, proper placement of generators and compressors away from neighboring properties
  6. Enforcement: Violations can result in notices, stop work orders, and fines.
