The process to place a manufactured home on Hilton Head Island may seem overwhelming, but we are here to guide you along the way.

Please read the information provided before purchasing a home to ensure your selection meets Town requirements and is a good fit for your chosen location.

State of South Carolina Manufactured Housing Requirements

All manufactured homes must be installed and inspected in accordance with the State of South Carolina Code of Regulatons related to Manufactured Housing.

Manufactured Home Permit Process

For placing one home on vacant lot or replacing one home with another.

Please note that some of the steps below do not involve the Town, but are required to be completed before the next step with the Town can be started.

Manufactured Home Installation Process Guide

Step 1. Obtain Approval of your Water and Sewer System

A home address for the location of the future home is required prior to obtaining approval of water and sewer systems.

  • Apply for an address if you do not already have one.
  • If the parcel needs multiple addresses a street name is required. Street Name Application

For connection to public water and/or sewer system, contact your Public Service District (PSD) and obtain a Paid Letter of Service. Fees Apply

For installation of a septic system, contact the SC Department of Health and Environmental Control (DHEC) at 843-846-1030 for approval of the design of the septic system. Fees Apply.

Step 2. Get your Placement Approval from the Town

Bring in the following items:

  1. Site Plan of the property showing the following:
    • Proposed location of the home
    • If the home is replacing another home, signed document that previous home will be removed from the site and moved to another location off island
    • Applicable adjacent use and adjacent street setbacks and buffers
    • Access, existing easements, right-of-way or other to show legal access to the property
    • Driveway, parking places, stairs, utility equipment and HVAC
    • Septic system (if applicable)
    • Tidal or freshwater wetlands (if home is adjacent to a tidal marsh)
      • Show the Ocean and Coastal Resource Management (OCRM) Critical line
      • Obtain stamped approval from OCRM
      • Show wetland buffer of 20 feet plus 5 foot setback from buffer
  2. Completed the Manufactured Home Application
  3. Manufactured Home Permit Application

  4. Proof of Ownership of the home
  5. Home specifications regarding Wind Zone II
  6. Proof of Ownership for the property where the home will be placed or Affidavit of Ownership Hold Harmless Permission to Enter Property
    • If you own the property provide proof ownership:
      • Property deed or
      • Paid property tax receipt with your name on it
    • If you do not own the property, provide one of the following from the owner:
      • Affidavit of Ownership signed by the property owner or
      • Notarized letter from owner giving you permission to place your home on the property. The letter must include the tax district, map and parcel number.
  7. Proof of approved sewage disposal system from Step 1
  8. For homes in Special Flood Hazard Area, a flood zone determination will be written on your Placement Approval form.
    • You must arrange for a surveyor to put up a benchmark before the home is delivered to show the installer how high the home must be elevated.
  9. Copy of encroachment permit, if required.
    • If you are building a home on a lot that has previously been unoccupied and the lot abuts a town, county or state-owned road, it is likely that you will need an encroachment permit (a form officially obtaining permission from the owner of that road to perform work within the Right-of-Way)

Step 3. Register the Home in Beaufort County

Take the following information to the Beaufort County Building Department at 100 Ribaut Road in Beaufort (843-255-2065):

  1. A copy of the Community Development Placement Approval from the Town of Hilton Head Island
  2. Proof of Ownership of the home
    • A copy of the Bill of Sale of the home or
    • Title or proof that you have applied for the title from the Department of Motor Vehicles
  3. Paid Letter of Service from the PSD or approval of the septic system design from DHEC
  4. Specifications regarding Wind Zone II

Step 4. Obtain your Manufactured Home Building Permit from the Town

Bring the following items Community Development Information Center at Town Hall:

  1. A copy of the Beaufort County Registration
  2. Additional plans for site built items including:
    • Foundation plan if the home will be permanently installed
    • Drawings of the stairs and landings if they are to be built on site
      • Please not that any deck 30 inches above grade will require a general contractor to install the deck per South Carolina state law
  3. $25 permit fee
  4. Manufactured Home Placement Affidavit signed by the homeowner and the manufactured home installer.
  5. For New Manufactured Homes:
    • Beaufort County Impact Fees - Total Due to County is $2,221
      • Parks - $627
      • Roads - $1,126
      • Library - $468
    • Town of Hilton Head Island Transportation Impact Fee - $410
    • Town of Hilton Head Island Impact Fee for homes
      • Less than 1,500 heated square feet - $635
      • More than 1,500 heated square feet - $816

Step 5. Install the home in the approved location

  • Install your home on the lot
    • The installer must have a SC License for Manufactured Home Installation and a Town of Hilton Head Island Business License.
    • The home must be installed in the correct location as shown on the site survey.
      • Please note that failure to install in the correct location may result in relocation of the home to the agreed upon area. In doing so, the owner will incur additional fees for relocation of the home.
    • The bottom of the chassis and all equipment servicing the home must be elevated to the base flood elevation of +3 feet or 13 feet, whichever is higher.
    • There must be a landing and steps in compliance with the Town's Building Codes at each exterior door.
      • Please note that a deck or stair landing over 30 inches in height requires a Residential Builder or Contractor.
  • Arrange for electric service to your home with Palmetto Electric at 843-681-5551. Fees apply
    • Apply for Palmetto Electric service online at www.palmetto.coop/startstop-service. Fees apply
    • All manufactured home placements should be applying for the "New Construction Application"
  • Connect the electrical wiring and HVAC system:
    • You MUST hire a SC Licensed Electrician to connect your hose to the service pole.
      • The ditch for the wiring from the pole to the home must be left uncovered until after the Town's inspection.
    • You MUST also hire a SC Licensed Mechanical Contractor to connect the HVAC system.
    • Mechanical Certificates must be filled out and signed by the Electrician and Mechanical Contractor performing the work (one certificate for each).
    • Provide the signed and notarized Mechanical Certificates from the electrician and the HVAC contractor and the Flood Elevation Certificate to the Community Development Department.
  • Obtain a Flood Elevation Certificate from a licensed surveyor, which certifies the elevation of the home.
  • The Address must be posted on the home in compliance with Town regulations (three inches minimum height) and the county registration sticker must be in the front window.
  • Arrange for an inspection by the Town. Call 843-341-4757 to arrange an inspection.
    • If your file is complete and all required documents are on hand, the inspection will take place the following business day after the inspection is requested.
    • You must be present at the inspection.
    • Please have the Manufactured Home Installation Manual available.

Step 6. Final inspections from The Town

After the home passes inspection, the Town will notify Palmetto Electric to have the power turned on.
