Community Development Block Grant (CDBG) Program

The Community Development Block Grant (CDBG) program is a federal grant program administered by the U.S Department of Housing & Urban Development (HUD). It provides annual grants on a formula basis to entitled cities and counties based on population data from the U.S. Census Bureau.

The Town of Hilton Head Island became a CDBG entitlement community in 2015.

  • The annual amount of CDBG entitlement funding fluctuates each year of program participation and is calculated by HUD.
  • Funds are to be used to benefit low-and-moderate income persons, based on HUD guidelines and U.S. Census data.
  • The program supports community development activities that may address such needs as public improvements, public facilities, housing activities, other real property improvements, and public services.

CDBG Program Year 2021 Consolidated End-of-Year Review

The U.S. Department of Housing & Urban Development (HUD) conducted the Program Year 2021 Consolidated End-of-Year Review for the Town of Hilton Head Island Community Development Block Grant (CDBG) program. This review assesses the Town's administration of the CDBG program for the reporting period covering July 1, 2021, through June 30, 2022.

HUD determined there are concerns the Town may not meet the CDBG timely expenditure standard required in accordance with 24 CFR 570.902(a)(1)(i) by the date of its next timeliness test. HUD advised the Town should expedite project completion to demonstrate that it is administering the CDBG in accordance with Title I of the Housing and Community Development Act of 1974, as amended; and the National Affordable Housing Act of 1990, as amended; and applicable laws and implementing regulations.
