What is a Comprehensive Plan?

• Policy and planning guiding document
• Identifies visions and direction for how the community should grow, address change, and make progress
• Used by staff to ground decision making and justification for planning efforts, policy, and projects
• Used by elected and appointed officials to guide policy direction and initiatives

The State's Local Government Comprehensive Planning Enabling Act

• Establishes that a 20-year plan for governance shall to be adopted by South Carolina municipalities
• Rewrite required every 10 years with updates
• Requires and defines the process for adoption and components to be included in the plan, including nine Elements
• The Town added a Recreation Element to their Comprehensive Plan in 2005.
