Parks + Recreation Master Plan Process

Part 1. Parks and Recreation Budget, Staffing, Maintenance, Needs Assessment, and Gap Analysis

Part 1 of the process is the Parks and Recreation Budget, Staffing, Maintenance, Needs Assessment, and Gap Analysis contributed by Lose Design and adopted in October 2020.

  • It is a more technical document that has data and analyses of the Island's current parks and recreation system.
  • It provided information and recommendations for the parks that were incorporated into Our Plan.

Part 2. Our Plan Section 4.0, Parks + Recreation

Part 2 of the process was putting together the Parks + Recreation section in Our Plan.

  • The Parks and Recreation Task Group worked with staff to develop goals and strategies based on the findings in the report.
  • Based on community feedback during this process, the section in Our Plan adds more information about the Island parks and recreation system.
  • It also has Town Action Items in addition to the Lose Design recommendations.
  • Adopted: October 20, 2020

Part 3. Prioritization and Program Development

  • Prioritization of recommendations and action items set in Our Plan
  • Program development and conceptual design for Chaplin, Crossings and Mid Island
  • Date Range: October 2020 to tentatively mid-2022

The Town is currently in Part 3 of the process.

  • In fall of 2020, staff scheduled numerous opportunities for the Island community to provide comments and feedback through virtual Town Hall style meetings, an online survey, and Open Park Days.
  • The Open Park Days held in November 2020 were outdoors are two parks where people were able to interact with staff to provide comments and input about parks. There is potential for more of these events to be scheduled in summer and fall of 2021.
  • As this part of the process continues, staff will be working with consultants to engage the community for planning the three major park projects.

The information provided by the community will be used to prioritize the recommendations and action items from Our Plan. It will also help staff to put together programs for the conceptual planning for Chaplin Community Park, Crossings Park, and the Mid Island Tract.

Part 4. Park Development and Implementation

  • Begin refinement of park plans and development process
  • Date Range: Fiscal Year 2022 onwards

Part 4 will then be when we begin the actual process for final designs, permitting and building new parks and projects.
