Town Council Meeting Highlights: November 4, 2025

The Hilton Head Island Town Council held a regularly scheduled meeting on Tuesday, Nov. 4.

A full recording of the meeting is available on the Town's YouTube channel, and a complete meeting overview (agenda and packet materials) is posted on the Town's website. The next regular Town Council meeting is scheduled for Dec. 9 at 3 p.m.

On behalf of Town Council, Mayor Alan Perry recognized Hilton Head Island School for the Creative Arts 2nd-grade student Evelyn Sanchez Cayetano for her recent selection as the Beaufort County School District’s Character Education Program honoree for Hilton Head Island. Evelyn was cited for her demonstration of the character trait of “acceptance” of others.

The Mayor also provided a proclamation for the month of November in recognition of Smoke-Free and Vape-Free Awareness Month on behalf of the Lowcountry Alliance for Healthy Youth and their Youth Coalition, as well as  proclaiming Nov. 27 as a day of appreciation for the founders, sponsors, volunteers and participants in the Hilton Head Island Community Thanksgiving Dinner that takes place annually at Hudson’s Seafood House on the Docks.

In addition, the following presentations were provided to Town Council:

• Jon Rembold, Beaufort County Airports Director, provided an update regarding the Hilton Head Island Airport expansion project.
• Juliana Zadik, Beaufort County Environmental Long-Range Planner, presented the results of the Beaufort County Single-Use Plastic Bag Survey.
• Angie Stone, Assistant Town Manager, provided an update on the Beaufort 250 Committee’s Beaufort County 250th Revolutionary War Anniversary plans and events for 2025 and 2026.

Actions taken by Town Council on Nov. 4 include:

• Approval of an ordinance to update the Business License Class Schedule as Required by South Carolina State Act 176 (Sept. 2020). A detailed business license revenue analysis conducted in July 2025 determined that the statewide, required class schedule changes would result in a total business license tax revenue loss to the Town of $348,745 once implemented. This ordinance rebalances the Town’s business license tax rates by implementing a 4.9% increase across all business license classes to ensure revenue-neutral results.
   
• Approval of an ordinance authorizing the issuance of special obligation bonds (Beach Preservation Fee Pledge) in the amount of $19 million to support partial funding of the current Beach Renourishment Project. The ordinance delegates authority to the Town Manager to determine the form and details of the bonds. The bond issue allows the Town to:
  • Maintain a strong Beach Preservation Fee fund balance, more than the minimum fund balance policy of $20 million.
  • Provide additional financial flexibility in the event of a natural disaster.
  • Match the seven-year repayment period to the project’s useful life to ensure a fair and financially sustainable funding plan.

The bond issue will not count against the Town’s 8% general obligation bond capacity.

After executive session, the following actions were taken:

• Approval of the first reading of an ordinance authorizing the execution and recording of a declaration of covenants regarding workforce housing and the execution and delivery of a long-term ground lease for the Northpoint neighborhood. These documents represent the final implementation steps outlined in the Northpoint Workforce Housing Development Agreement approved by Town Council in June 2024 and will enable the construction and long-term management of an energy-efficient, sustainable workforce housing neighborhood.

The second reading is scheduled for Dec. 9 and will include a presentation by Town staff.

• Approval of the first reading of an ordinance authorizing the execution and delivery of a non-exclusive easement for ingress, egress, and utilities for the Hilton Head Public Service District at Northpoint.
• Approval of a resolution to extend the Town Manager’s employment contract to February 21, 2031, increase his base salary by 4%, and award a $25,000 performance bonus.
