Richard Loudin Name Public Projects Program Manager

The Town of Hilton Head Island is pleased to welcome Richard Loudin as its new Public Projects Program Manager. Loudin brings over 30 years of land development experience to the Town's team working on its Capital Improvement Program (CIP), encompassing the development of parks, grounds, and various public spaces.

As a Public Projects Program Manager, Loudin will work closely with a team of planners, landscape architects, and contractors to implement the CIP plans outlined in the Town's Strategic Action Plan, which aims to enhance the community's well-being. "We are thrilled to have someone of Loudin's caliber and regional insight to lead our CIP program and drive our projects to completion. He has a wide range of experiences that make him the ideal person for this position," said Bryan McIlwee, Director of Public Projects and Facilities.

Throughout his career, Loudin has held key roles in land development for notable companies across the South Carolina Lowcountry region and Georgia coast. Most recently, he was Manager of Land Development for the Pulte Group, overseeing all the firm's land development activities for Sun City Hilton Head and the Beaufort area. Before that, Loudin was Vice President of Land Development and Entitlement for Ashton Woods and Starlight Homes, where he was responsible for acquisition, due diligence, and product development for new communities in the Charleston and Myrtle Beach areas.

Additionally, he held similar management roles, including at but not limited to Savannah Quarters and Berkley Hall. His responsibilities included land planning, budget management, construction oversight, property management, operations, and management of local, state, and federal agencies involved in the development process.

Loudin earned an associate's degree in land surveying from Glenville State College and a bachelor's degree in landscape architecture from West Virginia University. Following his education, he landed a job as a landscape architect for the Greenery on Hilton Head Island. Loudin is a Certified Manager of Community Associations and a Certified Erosion Prevention and Sediment Control Inspector. He also holds certifications from the Occupational Safety and Health Administration and the American Red Cross.

I look forward to furthering the Town's work to enhance our community through the Capital Improvement Program and collaborating with our team and stakeholders to bring forth projects that enrich the lives of our residents and visitors," Loudin said.
