Hilton Head Island Town Council Unanimously Adopts Strategic Plan

December 10, 2021

At its regular meeting on Tuesday, December 7, the Hilton Head Island Town Council unanimously adopted a comprehensive strategic action plan for Fiscal Years 2021 - 2022.

The plan's 65 initiatives are aimed at protecting and preserving the Island’s natural environment, managing growth, developing creative revenue sources to fund delivery of services, and providing exceptional quality of life offerings in arts, culture and recreation.

"We recently adopted Our Plan, the Town’s 2020 - 2040 Comprehensive Plan, that encapsulates our vision for the future and sets our policy agenda," said Mayor John J. McCann. "That framework set the stage for the creation of our companion strategic action plan that lays out what we will strive to accomplish in the near term in support of our vision."

"This plan clearly articulates Town priorities and gives Town leaders, staff members, the local community and other valued stakeholders a blueprint of the Town's work plan while providing a framework for budgetary and policy decisions. As we navigate our future, this document will provide us guidance on when, where and how to use our Town’s resources," said Marc Orlando, Town Manager.

Town Council and staff have spent significant time preparing the organization-wide strategic plan that aligns Town projects with the core values of our comprehensive plan: pursuit of excellence, environmental sustainability, revitalize economy, inclusive community, connected community, regional focus, right-sized infrastructure, parks and recreation, and town organization.

Orlando said Town staff has already begun to work on many of the initiatives outlined in the strategic plan. Among the 65 initiatives are a comprehensive beach master plan, adoption of 2020 census redistricting, an examination of Island resiliency, implementation of a workforce and affordable housing strategy, execution of a $28 million dollar capital improvement program, continued advancement of the William Hilton Parkway Gateway Corridor Plan, and the creation of a growth framework for Hilton Head Island that will also include an island capacity assessment and a corresponding Island-wide illustrative master plan.

The Town will communicate monthly on its progress toward these priorities and will provide formal updates to the Town Council every 6 months.

A copy of the strategic plan will be available on the Town’s website at https://hiltonheadislandsc.gov/strategicplan.
