Town Announces Promotions/Transfers of Staff Members

Hilton Head Island Town Manager Marc Orlando announced realignment of a number of Town employees, stating they would be instrumental in helping to move the organization forward.

"We must have the most qualified individuals in leadership positions. Over the last several weeks, I evaluated our Senior Staff and organizational structure and made leadership changes to help implement Town Council's priorities through our comprehensive and strategic plans," Orlando said.

Angie Stone was promoted to Assistant Town Manager.
In her new role, Angie will oversee the communications, cultural affairs, technology and innovation, and human resources departments.

Angie was originally hired in November 2001, and advanced through the ranks to Human Resources Director in July 2018. Prior to joining the Town, Angie held human resources positions with Westinghouse in the Columbia area.

In addition to having extensive experience in local government, Angie holds a Bachelor of Arts in Psychology and a Master of Personnel and Employee Relations, both from the University of South Carolina. During her tenure with the Town, she earned several advanced professional certifications and is also a 2019 graduate of the Riley Institute at Furman Diversity Leaders Initiative.

Shawn Colin was promoted to Senior Advisor to the Town Manager.
In his new role, Shawn will provide high-level, strategic counsel and mentorship to the leadership team. Through his community vision and strategic foresight as well as experience in community development, planning, and economic development, Shawn will advise leadership on highly complex issues. He will connect top government, community and industry leaders and provide guidance on geopolitical, economic, and commercial issues that could impact Town decisions.

Shawn joined the Town in October 2006, and advanced through the ranks to Community Development Director in 2018. Prior to joining the Town, Shawn was involved in economic development, project management and strategic planning for the City of Greenville.

In addition to his extensive community development experience, Shawn holds a Bachelor of Applied Science in Environmental Studies - Land Use planning from State University of New York and a Master of City/Urban, Community and Regional Planning from Clemson University. He is a member of the American Institute of Certified Planners.

Lisa Stauffer was promoted to Human Resources Director.
In her new role, Lisa will oversee programs and services designed to attract, retain, and develop diverse employees committed to achieving Town objectives and satisfying our customers.

Lisa was originally hired on September 25, 2012, as a Senior Human Resources Administrator and has contributed extensively to the Town's efforts to remain an employer of choice in the region. Prior to joining the Town, Lisa served as Human Resources Director at Cabrini College in Pennsylvania.

In addition to having extensive experience in Human Resources, Lisa earned a Bachelor of Arts in Business from Gettysburg College and holds Senior Certified Professional designations from both Society for Human Resource Management and International Public Management Association.

Jennifer Ray was named Capital Projects Manager.
In her new role, Jennifer will oversee the Town's extensive Capital Improvement Program (CIP) and will be part of the Infrastructure Services team, reporting to the Infrastructure Services Director.

Jennifer joined the Town in May 2012, as an Urban Designer, was promoted to Planning and Special Projects Manager in September 2016 and then to Deputy Director of Community Development in February 2019. Prior to joining the Town, Jennifer was a Senior Project Manager for Wood & Partners.

In addition to her extensive community development and project management experience, Jennifer holds a Bachelor of Science in Landscape Architecture and a Bachelor of Science in Agricultural Economics, both from the University of Kentucky, and is a member of the American Society of Landscape Architects, American Planning Association, International City/County Management Association, and National Parks and Recreation Association.

April Akins was promoted to Revenue Services Manager.
In her new role, April will oversee the management of the Revenue Services Division, which includes business audits, field inspections, and business licensing and collection activities.

April joined the Town in February 2010, as a Revenue Specialist, and was promoted to Revenue Services Supervisor in April 2017. In addition to her several years of experience with the Town, April brings extensive experience in customer service and customer solutions to this position.

Erica Madhere was promoted to Budget Analyst.
In her new role, Erica will support the Finance Director with the preparation and monitoring of the Town's annual budgets for the General Fund, Debt Service Fund, Capital Project Fund and Enterprise Fund.

Erica joined the Town in January 2012, as a Finance Assistant, and then was promoted to Finance Administrator in April 2015. In addition to her diverse experience in office management, purchasing and sales, Erica holds a Bachelor of Arts in International Relations from the University of Vermont.

Phyllis Dieter was promoted to Assistant Town Clerk.
During her tenure with the Town, Phyllis has been an integral part of the Executive division's staff. In her new role, she will work more closely with the Mayor, Town Council and the Town Manager.

Phyllis joined the Town as a Senior Administrative Assistant on April 24, 2017, after working in risk management, human resources and education. In addition to her well rounded experience, Phyllis holds a Bachelor of Science in Business Administration from Bryant University.
