Marc Orlando, ICMA CM, has been selected to serve as our next Town Manager!

On December 30, 2020, the Hilton Head Town Council voted to extend a contractual offer to Marc Orlando to serve as the new Town Manager for Hilton Head Island. About Marc Orlando

Marc Orlando, ICMA CM

Marc Orlando is the town manager of Bluffton, South Carolina. Orlando was appointed by Bluffton Town Council in September of 2014. In this position, Orlando directs the administration of Town departments, implements policies and projects and oversees about 150 employees.

Orlando has been instrumental in the planning and implementation of the town's two major economic development initiatives, the Bluffton Public Development Corporation and the Don Ryan Center for Innovation. Orlando has served as a board member of both organizations. Prior to his board appointments, Orlando served as the executive director of the Bluffton Public Development Corporation and the interim director for the Don Ryan Center for Innovation while also serving as deputy town manager.

Orlando joined the Town of Bluffton staff in 2004 and has held numerous roles responsible for developing and implementing the growth framework of the town. As the Town's growth management director, Orlando managed several issues related to the Town's annexation phase when it skyrocketed from a one-square mile town to a 54-square mile town. This annexation phase resulted in Bluffton becoming the fifth largest town in South Carolina in land mass. During Orlando's tenure, Bluffton has experienced a period of unprecedented economic success that has included major investments at Buckwalter Place Commerce Park, Palmetto Bluff, the Bluffton Historic District and other locations.

In 2012, South Carolina legislators awarded Orlando a House Resolution which honored his "visionary leadership," to balance the Town's natural resources, history, culture, recreation and sense of community during the Town's years of rapid expansion.

In December 2013, the Washington, D.C.-based International City/County Management Association (ICMA) awarded Orlando the designation of a credentialed local government manager.

Along with his public service, Orlando also served as the vice president of Asset Management with Rowe Investments and managed several commercial and residential projects, encompassing nearly 60 acres of land on Port Royal Sound in Hilton Head Island and other parts of Beaufort County, South Carolina.
Orlando graduated from the University of Windsor with a bachelor's degree in urban and regional planning with a concentration in business administration.

Orlando lives in Bluffton with his wife, Jaclyn and two children, Emmy and Ben.
