The Community Development Block Grant (CDBG) program is a federal grant program administered by the U.S Department of Housing & Urban Development (HUD). It provides annual grants on a formula basis to entitled cities and counties based on population data from the U.S. Census Bureau.
The Town of Hilton Head Island became a CDBG entitlement community in 2015.
The U.S. Department of Housing & Urban Development (HUD) conducted a remote monitoring of the Community Development Block Grant (CDBG) Program to assess the Town of Hilton Head Island's performance and compliance with applicable Federal program regulations and requirements from September 9 -11, 2024. The Town's performance was assessed through a review of operations, file documentation, and interviews. The monitoring consisted of the assessment of the Town's administration of both the 2021 and 2022 CDBG Grant projects.
HUD determined the Town achieved an acceptable level of accomplishment to demonstrate it administered the CDBG program in accordance with Title I of the Housing and Community Development Act of 1974, as amended; and the National Affordable Housing Act of 1990, as amended; and applicable laws and implementing regulations. There was one Concern identified relating to the Town's internal controls. This appeared to be an isolated incident, which the Town has already addressed with corrective actions.
