National Flood Insurance Program
The Floodplain Manager
is responsible for administering, enforcing and interpreting the National Flood Insurance Program for the Town of Hilton Head Island. The Community Development Department maintains maps and records for insurance rating purposes.

These maps are used to determine the flood or velocity zone and minimum required construction elevation for structures in affected areas. Flood Zone information is available upon request from our offices or this website.
A Flood Elevation Certificate is required as part of building permit documentation for a new structure in a flood hazard or high wind velocity zone. In some cases, Flood Elevation Certificates are also required for additions and renovations. The Flood Elevation Certificate is maintained as part of the permanent permit record and is microfilmed along with other permit documentation. As of January 1, 2001, Flood Elevation Certificates are also maintained digitally as part of the computerized building permit.
Elevation certificates for all structures constructed in a flood hazard zone after 1984 may be obtained by utilizing our online flood elevation certificate search, online flood elevation certificate request form or by contacting the Record Administrator's office
at 843-341-4625. Please include the property address and Tax Parcel ID number (in the format R000 000 000 0000 0000).
For properties constructed prior to 1984, submit a Freedom of Information Act request with Beaufort County
