Arrow Road / Dunnagan's Alley Roundabout Project

The Arrow Road and Dunnagan's Alley intersection and surrounding corridors have been the focus of Town Council's goals, initiatives, and policies over the past eight to ten years. Dunnagan's Alley was identified as a potential area for redevelopment during the comprehensive planning process (1999) and during the creation of the Tax Increment Financing District Plan adopted in December 1999. Redevelopment has been a priority of Town Council's Strategic Plan since 2001. On October 16, 2007, the Public Facilities Committee voted to expend funds for the surveying and engineering of these intersection improvements.

The Town's Engineering consultant conducted an alternatives analysis for the Arrow Road / Dunnagan's Alley intersection and recommended that a roundabout was the best solution to improve this intersection. In terms of traffic capacity, motorists and pedestrian safety, and a streetscape in keeping with the character of the island, it is the best alternative for the Town. The roundabout is designed to function and enhance future improvements proposed for the corridor.

The scope of work involves constructing a roundabout at the existing intersection of Arrow Road and Dunnagan's Alley. Work will consist of clearing and grubbing, asphalt & concrete paving, pathways construction, storm drainage, concrete curb and gutter and sidewalk construction, pavement marking and signing, utility relocation, and traffic control.

Project Updates

What remains to be completed through December 13, 2011
  • Mulching and seeding of disturbed areas.
  • Final thermoplastic pavement markings will be installed on Arrow Road and Dunnagan's Alley and within the roundabout.
  • Installation of StreetPrintXD stamped asphalt at crosswalk locations.
  • Traffic control will be maintained as necessary.
  • Erosion and sediment control devices will be maintained and removed as the site begins to stabilize.
  • Final walk through, inspection, and acceptance of project by SCDOT.
  • Substantial completion by December 13, 2011.

Note: Final landscaping of the roundabout will begin in February, 2012.

What happened the week of November 18, 2011
  • JS Construction has completed construction of the roundabout including concrete curb and gutter, the truck apron, and final paving operations.
  • Construction of the pedestrian refuges/traffic islands along Dunnagan's Alley and Arrow Road is complete.
  • Construction of the pedestrian pathways is complete.
  • Topsoil was brought in to establish final grades of the interior portions of the roundabout and pedestrian refuge islands.
  • Permanent roadway signs have been installed.
  • Temporary pavement markings have been installed.
  • Traffic control and Erosion and sediment control devices were maintained.
What happened the week of October 17, 2011
  • JS Construction completed construction on a portion of the roundabout including concrete curb and gutter and the truck apron along the west side of the Arrow Road / Dunnagan's Alley intersection.
  • Pedestrian refuges/traffic islands along Dunnagan' Alley (eastbound) were constructed.
  • Topsoil was brought in to establish final grades of the interior portions of the roundabout and pedestrian refuge islands.
  • Curb and gutter along Dunnagan's Alley (westbound) was constructed.
  •  Traffic control and Erosion control devices were maintained.
What happened the week of October 2, 2011
  • Storm drainage pipes and structures were installed along and across Arrow Road. This completes the installation of storm sewer within the roadway limits for the project.
  • All utility relocations (water, sewer, electric) have been completed.
  • Concrete sidewalk was placed along Arrow Road in front of Furniture and Sound Solutions.
  • Portions of pavement along Arrow Road and Dunnagan's Alley were milled in order to prepare for paving operations.
  • Existing concrete sidewalk was demolished and removed along the southern side of Arrow Road.
  • Pedestrian refuges/traffic islands were prepared within Dunnagan's Alley.
  • Traffic control and Erosion control devices were maintained.
What happened the week of September 18, 2011
  • Concrete curb and gutter was placed along the southeast side of Dunnagan's Alley, in front of Furniture and Sound Solutions.
  • Storm drainage pipes and structures were installed along and across Dunnagan's Alley.
  • Traffic control and Erosion control devices were be maintained.
  • JS Construction crews continued to work throughout the job, demolishing existing pavements and preparing grades for sidewalk and curb and gutter.
What happened the week of September 4, 2011
  • Concrete curb and gutter and sidewalk were placed along the northeast corner of Arrow Road and Dunnagan's Alley, in front of Espy Lumber.
  • Concrete curb and gutter was placed along the southwest corner of Arrow Road and Dunnagan's Alley.
  • Existing sidewalk was demolished along the southeast corner of Arrow Road and Dunnagan's Alley, in front of Furniture and Sound Solutions.
  • Palmetto Electric Cooperative completed relocation of electrical lines along Dunnagan's Alley and connected to existing power transformers.
  • JS Construction continued earthwork and grading throughout the job, preparing grades for sidewalks and curb and gutter.
  • Traffic control and Erosion control devices were maintained.
